Annotate 2D features on cross section (for boundaries / ROW)
Add the ability to annotate the offset location of 2D features in a cross section at the datum elevation with support for showing a cell (eg fence / boundary line) at the offset location where the 2D feature crosses the cross section named boundary.

As a Designer I want the ability to annotate point elevations and dimensions like we are able to in the drawing model cross-section so that checking the model during design before cutting sheets helps us.
Allow for users to bypass the new/open when launching SignCAD. I'd like to always land in a new file that hasn't been saved. The behavior I'm looking for is like old SignCAD and Microsoft Paint.
