We need a better way to control activation of the Persist Snaps functionality. Currently the Persist Snaps is always turned on by default when ORD is launched and also when switching to a different dgn. Persist Snaps is a very important functionality but should only be used when needed. An unintentional use can result in persisting accidental snaps to elements which can be moved without user control. This is especially critical for less experienced users. Perhaps a configuration variable could provide such control.

Also, a status of Persist Snaps is only visible on its button on the Feature Definition Toggle Bar, which by default is not shown in the interface. It would be helpful to see the Feature Definition Toggle Bar already docked (say below the Ribbon) by default. It is impossible to properly design without this tool bar.
