We have several custom leaders that are circles with symbols contained within them. The issue is the DOT does not want the symbol within the circle to rotate. There should be an option to have the symbol not rotate for a leader as an option in the dimension style. In the attached screenshot, the cell is placed not part of the leader, and is horizontally rotated, but the cell rotates when placed as a leader.
