I spent some time trying to understand the problem. The development team will need to work on this for a future release.
For initial/conceptual modeling, user can model deck panels as cells and then position them using the Place Path command (specifying vertical offset, horizontal offsets etc.). Note there are limitations when dealing with profile grade, cross slopes, and skewed bridges with different panel sizes and orientation.
