IFC: ability to use ACS origin as basepoint

When working with georeferenced file (UTM) define a point with ACS to be the 0,0,0 for the ifc. Architeture usually use a local project reference, we (infra) work on the UTM coordinates.
The ifc Georeferencing would come from the UTM, but its basepoint would follow the ACS. This would be a major help for those working with revit users/clients.
