One of the challenges with civil cells is that they make sense to the creator but not the downstream users. One of the reasons for this is because once placed, any of the civil rules can be edited, which can often break the civil cell. There should be a way for the creator of civil cells to lock properties that should not be edited, so that the end users can ONLY make changes to the correct civil rules. The civil cell itself could still be dropped and edited by the user, if needed.
