Parent -child relationship for polygon elements.

For RW acquisition. Item types would be inherent from the parent polygon and the ability to subtract area from Parent area to child area. Similar to a parcel element in Geopak.

When using the Set Feature Definition tool on non-civil geometry, have it include Item Types attached to Feature Definition.

Currently, when using the Set Feature Definition tool to assign a Feature Definition to a non-civil element (ie a dumb MSCE line) it does not include the Item Types that are attached to the Feature Definition.
